Most of the government in the Ukraine is comprised of foreigners - it makes it easier to fight a proxy war when the officials don't have friends/family/community to care about.
Ukrainians here have to apply for work permits (green card) which gets them a social security card and an opportunity to get a job. From personal experience I can tell you that the Fed. Gov. is dragging its feet all the way. Consider please, Ukrainians are Caucasian, they are educated, they tend to be conservative and religious. Easy to see why this govt. doesn’t want them here, but millions of drugs addled, diseased, illiterate criminal Hispanics instead.
