As a reason for his actions that is not the slightest bit believable.
With the mid-terms coming up the current Congress would soon become a lame duck Congress. A Dem-controlled lame duck Congress that would never bring it up for a vote even if it had the time.
If he was serious about putting it up for a debate and possible vote he would have waited for a new Republican-controlled Congress.

Graham knew his actions would have zero legislative affect and terrible electoral affect.
Graham wants to keep his seat but with the Dems in charge. The left has the goods on him and a Republican controlled Senate investigation into Biden and Ukraine will find how deep Graham’s involvement.
