1 Why do the heathen rage, and the people imagine a vain thing?
2 The kings of the earth set themselves, and the rulers take counsel together, against the Lord, and against his anointed, saying,
3 Let us break their bands asunder, and cast away their cords from us.
4 He that sitteth in the heavens shall laugh: the Lord shall have them in derision.
5 Then shall he speak unto them in his wrath, and vex them in his sore displeasure.
6 Yet have I set my king upon my holy hill of Zion.

Oh, He’s returning. Every knee will bow and every tongue confess that HE IS ALMIGHTY LORD!
This is essentially an imprecatory letter. The Bible is full of imprecatory prayers, chiefly in 14 Psalms.

He need not worry. Justice is coming. There will be weeping and gnashing of teeth.
Refuting such igno-rant railings should be relatively rationally simple. First, for this and all the other like actions to be judged as moral or immoral, then one must know the context in which this took place, including what was going on and what the effects were and would be if continued, and the knowledge, power and ability of the commander, and His intended and accomplished effects.
And with the God of the Bible, we are dealing with a Being who is omniscient, who knows every single thought, motive and action of man, and what all the effects were and will be of man's choices, no matter how seemingly insignificant, as well as His own, not only in this short life but for eternity. And being also omnipotent, is thus able to make all things work out for what is God, with justice toward the wicked impenitent and to the good of those who love Him (and who therefore love the Good) and who promises to do so. (Romans 8:28)
Which means that in the light of Eternity all his actions will be shown to be only good.
In the cases of "genocide," then God put an end to a terminally wicked culture, thereby preventing them from replicating themselves while delivering the innocent from further abuse, and from becoming like their fathers.
Now we could ask why does not God do that to everybody (take the innocent children to heaven before they are accountable and choose evil) but rationally speaking, finite and relatively very ignorant man is in no place to judge the actions an all-knowing , all-powerful Being who alone knows what all the effects will be of even the flap of a butterfly, both for time and for eternity. Not that I do not wrongly protest too often myself re His dealings with me as I perceive them.
And in the final analysis, all of the actions and inactions of the living and true God of the Bible will be only be shown to be just, or also merciful and gracious.
And there is still room at the cross for all who will come to God in repentance and faith, and trust in the Divine Son of God sent by the Father, the risen Lord Jesus, to save them on His account, by His sinless shed blood, and thus be baptized and live for Him. (Acts 10:36-47) Thanks be to God.
