That’s a no shxt Sherlock kind of statement. That’s true of anyone with a Security Clearance. The clearance just authorizes you to view classified material if you’re granted access to that material either by working on a particular program, a certain department etc. A security clearance doesn’t automatically allow access to any classified information matching your security clearance.
You’d have to know is job and what he was allowed access to and we don’t know that yet.

The guy worked in IT. He may have illegally obtained a password from someone who did have access. A high ranking officer may have had trouble remembering his password, and the IT guy may have suggested a new one that is memorable, etc.
BUT that does not explain how he had access to the internal CIA document.

Uhm... I worked in a SCIF when I was an AMN/E-2.
What the heck. I did not have access to the information as plain text, but I had access to the computers storing the info. If I wanted to, I could look at the raw data being stored. Occasionally I would read the printouts and see the intel in them but didn’t do so for that purpose. Nobody in computer operations wanted to read a 200 page order of battle table. We just wanted to make sure it printed correctly so we wouldn’t have to run the print job again. This was a mainframe world, on a chain tractor feed printer, so it wasn’t like hitting the Print icon.
If I was deliberately spying, though, I could have.
