A Harvard Medical School study has reported that eating a single serving of white rice has “almost the same effect as eating pure table sugar”Which is why one should eat either brown rice or haiga (rice with the germ) instead. I just ordered a 45# bag of haiga, which alongside my present holdings will keep me in sufficient rice until the next harvest, since I only eat it occasionally.
P.S. I still have my 50yo Panasonic rice cooker. I visited a Showa (postwar) era museum a few years back, and they had one on display; Japanese visitors are always shocked when they see mine in the kitchen.

I think it depends on the person.
I took a little folklore based test ... chew a sliver of potato until it starts to taste sweet. The time would tell how well you digest carbs ... i.e. earlier is better. Mine never changed flavor so I guess I’m not real good at carbs.

Rice is produced in south Louisiana but I’m guessing the average American is unaware of that fact & doesn’t make note of it on the packaging.
Awhile back, I remember reading something about Vietnamese rice growers and shrimp fishermen getting preferential treatment over Louisiana’s.
Same wrt Cuba’s sugar cane vs Louisiana’s.
