Why is the government interfering in our lives on the matter to start with. They can't change the climate and they know it.
The object is government control of all the utilities.
They already called for it in the Rochester area where RG&E has done a spectacular job for 120 years.

The massive plants needed to charge all of the “zero emission” vehicles will pump out tremendous amounts of co2- sun and wind aint gonna keep up with demand! Agree 100%! The only exceptions to this are the very few of us energy prepper minded folks who have a lot of solar to power our homes and charge our EV's to insulate our finances from the Dim's stupid energy prices. But that's a tiny portion of EV owners.
Most EV owners are getting shocked!, shocked I tell ya! about their rising power bills, even though they voted for it to save the planet or whatever. Even most of the EV owners who also added solar did it to virtue signal instead of doing their homework to make sure solar and/or an EV was wise for their climate and their driving habits and power consumption habits, then if so how to optimize the equipment to meet most of their needs.

Does California even have passenger trains?
Lots of them I think. Besides Amtrak there are lots of commuter trains. Nearly all are pulled by diesel engines. But can California dictate to Amtrak what kind of locomotives it uses? The Amtrak routes are interstate.
