I would say let them die. But the problem is the deep water ports on the west coast. If I were Mexico’s president I would be upgrading Ensenada and building rail roads that bypass California completely.
Its going to take some big batteries to pull a trainload over a mountain pass.
Although, they are starting small, with switchyards.
Here in the SF Bay Area we have CalTrain commuter trains on the Peninsula, SF to San Jose. A $2.4 billion project was forced on CalTrain as part of the stupid "high-speed" rail project, to electrify all the CalTrain locomotives. The stupid part, is that the locomotives use diesel to generate electricity to power the electric motors on the trains, so they are already electric! Created a big traffic nightmare here as tracks, stations and intersections (with automotive crossings) were rebuilt.
