If they wanted to, the House could make a very strong case that Biden has violated his oath of office by failing to execute the office of the presidency by turning the government into a political action committee.
There are two reasons for “if necessary”. The first is what everyone is saying here, that he doesn’t have the cajones. The other is that, as an insider, he already knows that the Dems have plans to remove Biden for medical reasons, let Harris be Pres but not run, send her to Feinstein’s seat, and run Newsom who will beat Trump—and beating Trump is the #1 priority for every insider.

I don’t agree that Newsom can beat Trump. He’s a flawed person and flawed candidate. And, the Trump family know first hand where his bodies are buried.
The GOP House don’t have the votes to impeach Biden. So instead we get a charade and beltway theater.
