Per eyewitness, shooter was killed by an off-duty police officer from Ventura County.
In California it’s illegal to carry a concealed weapon into a bar even with a concealed weapons permit (law enforcement excepted). In AZ you cannot carry firearms into a bar unless you have a permit and do not have an alcoholic drink.
