In a round about way they can in some situations. During Covid, NYS threatened the liquor licenses of all restaurants. The mandated that they serve food with a drink and that customers had to wear masks when not eating or drinking. Clearly the restaurant didn't want to lose their license and in effect their revenue so they complied.
