He did inform her first thing in the phone call. It might not be in the excerpt, but in the twitter video, she answered the phone and he said:
"Hey Emily, this is Dave Portnoy calling, I'm recording you right now, but is seems a bunch of people, it seems like you're sending, we're having this pizza fest happening on Saturday, and you're reaching out to our advertisers. And you're basically sending an email that says to the effect Dave is a misogynic racist, do you want to defend yourselves advertising at this event."
Then the phone call went on for 11 more minutes. But he did inform her he was recording her. It might not have mentally registered with her that the conversation was being recorded, as during the conversation she tried to deny sending the emails, then later in the conversation tried to deny that earlier in the conversation she denied sending the email. She was talking in circles.
