Anything happening in Washington is driven by one thing: MONEY. Illegal immigration, drugs, industrial and national security espionage, domestic giveaways, military spending, etc.. is all about the money and how it finds its way back into the pockets of the influencers. Does anyone really believe the US left $80 billion worth of military equipment behind in Afghanistan just because they were incompetent and irresponsible? How about funding of the endless wars? The looting of the treasury and the destruction of America as we knew it has gone into overdrive, and this is just what has leaked out. A thinking person can only surmise what little has been exposed is just the tip of the proverbial iceberg.

Probably depends on what you mean by “made up of”. If you’re including all the assets that are “handled” by the CIA, then that’s likely true, since they would be looking to develop assets in every foreign country that they operate in, since those natives can get access that an American can’t.
If you’re talking about actual employees of the CIA itself, rather than assets that they are paying basically on contract, then no, that’s probably not true. And the assets are sending intel up the chain, we are not sending intel back down to them, unless it is something specific they need to know.
