Saw video of this on news, not sure how anybody could say one way or another what was going on, but if not a deliberate terrorist act it could have been a case of a driver (probably elderly but not necessarily) having a sudden medical problem and losing consciousness, foot jammed on accelerator, passenger unable to respond. Instead of taking the turn towards the customs officers this vehicle went into the air and crashed into a support building, luckily no other casualties are being reported.
I would say 60/40 odds it was a medical problem and not a planned act, partly because it wasn’t a very disruptive planned act for anyone but the car occupants, and also it would be hard to plan it accurately (and if so, why this plan?).

The pair were a husband, 56, and wife, driving a $300,000 Bentley, who were by the border for a Kiss concert in Ottawa on Tuesday night, CNN’s John Miller reported.
The concert was cancelled due to band member Paul Stanley getting the flu. The couple then went to the Seneca Niagara casino instead, WIBV reported.
Kathy Hochul told a press conference on Wednesday evening the footage of fireball on Rainbow Bridge near Niagara was shocking, and it was miraculous that there were not more injuries.

Of course there’s no terrorist activity. The occupants of the car were just carrying bombs in case they were attacked by a horde of zombies. Or maybe it was an EV and it just spontaneously exploded.
If it exploded correctly then both destinations would be correct.
Latest reports are that it was a middle aged couple. There apparently weren’t any explosives, as the damage would have been much greater than it was.
