The larger the pile of money and the larger the # of entities involved makes the skim so much easier. If there is any oversight (a rarity) the answers will always be “we don’t know, we don’t have it, we need more, etc.” Remember the $60Billion that disappeared in Afghanistan? That’s the figure missing from a piecemeal audit. It was in the news about 5 minutes, no one had any idea what happened to it, no one had any idea who was responsible for it, etc. I’m sure someone is still diligently looking for it.

I said this from the beginning...
First, send in the shock troops, and drive out the militants.
Then, send in the nice guys with busses and trucks, take all survivors of the initial assault and bus them to the west bank and drop them off.
Then comes the bulldozers. Flatten everything.
Easy Peasy.

The Treaty of Versailles left the German General Staff intact, to help in rebuilding Germany. The German people did not blame the military for the loss of WW1, so the GGS were useful, to that end. The problem here is similar. Hamas and ISIS would have considerable support from one side of the dispute. Let’s hope that history doesn’t repeat.
