The ruble/dollar exchange rate is irrelevant. After all, Russians are not exchanging their rubles for dollars to buy food, pay rent, etc., inside Russia. What matters is purchasing power, cost of living in rubles.
How much are they in rubles? I don't think that gives us a good picture of the Russian economy. It may not be worth much in the West. But you have much more purchasing power in Russia.
