There was no way the western allies could have gotten to Belgrade before the Red Army. Nor Budapest or Warsaw.

Correct, this was just the timeline of the Allies ability to successfully advance.

It was lucky for the Yugoslavs (all of them, Serbs, Croats and etc) that Tito was able to put major Yugoslav units in Belgrade and make it a joint occupation.

This is also correct concerning the stopping of killing.

The Soviets were thus presented with a strong independent force, and were unable to turn the country into a puppet.

Again correct, Tito was a strongman and was able to prevent inter ethnic fighting and killing until Yugoslavia disintegrated and lost control.

Neither Tito nor Communist enforced citizen cooperation contribute to civilization, however Yugoslavian collapse into savagery and infighting should have been prevented.
