The Democrats are intentionally replacing existing police forces with what they believe will be obedient third-world minions who will enforce every order they give to them.
They aren't doing this by any mistake, and they won't be persuaded to stop.
Once people lose all belief in the legitimacy of "elected" officials, those same officials plan to rule by unrestricted use of police and military forces against the general population. They need foreigners to fill those enforcement positions. That strategy has been used for centuries by oppressive rulers because it works - for a while.
Spoiler: It ends badly for everybody, including the rulers.

If I recall correctly the police and troops putting down the Tiananmen Square protest in 1989 came from outside the immediate area. The reason was the commies did not think the local cops would fire on their own.
The same logic applies to Kalifornia. Hire cops that have no cultural standing in the area, and they will kill anyone they are ordered to, without hesitation.
The same goes with gun or other property confiscation. These cops will not care what the real law is or what the Constitution says. They will do as ordered and as paid.
You are correct. Bit by bit the noose is being tightened. And 99 and 99/100% of the American Public gives not one damn as long as they continue to receive their dope and sex.

No, the state won't recognize the ones we have. A straight, able-bodied, white male will be put on a years-long waiting list if he wants to be a cop in Cali. Same for firefighters.
