Generally, each state has an agreement with the Federal government which recognizes the peace officer status of Federal officers. If Texas has such an agreement, Governor Abbott should cancel it. Then, he should inform Biden that all Federal officers do not have peace officer status in Texas, and they may not carry firearms either openly or concealed. They must be required to show residency in the State of Texas, and must conform to Texas law regarding carrying firearms.
Further, if Texas grants them permission to Eagle Pass, they are there as private citizens and can not enforce Federal Law. Any interference with Texas law enforcement or Texas National Guard will be viewed as obstruction of justice and will result in the arrest, imprisonment, and prosecution of the offender.
Maybe it's time for Texas to establish a Militia as the Constitution provides. Maybe it's time to swear in all able bodied law abiding citizens as reserve Deputies for the purpose of assisting Texas law enforcement in stopping the invasion.

the feds cannot decide to allow illegals into the country without a law passed by congress that authorizes it.
as such, helping illegals cross into the US and settle into various counties around the country is breaking the law.
