the same way they arrest people who were peacefully protesting their government in dc...or even thinking about it.

If this is actual true, I see a case for a substantial lawsuit.

Getting a warrant is pretty easy, depending upon the jurisdiction. Therein lies the problem.
Regardless, if you have a warrant and you’re identified by authorities, you are taken into custody. “Arrested.”
It’s a perversion of the system and you can directly fault the malpractice exercised by prosecutors’ offices for the travesty of ‘justice’ (i.e., “innocent until proven guilty”).
Besides: Houston is a cesspool, both civilian and otherwise (I know: I have insider info).

LuxilorExotica or whatever the Sunglass Hut parent company is and Macy’s did the investigation. Their software database had official mugshots. Houston PD followed up on the lead LuxEx/Macy’s gave them, as in doing a photo lineup with a store employee. Did Houston PD do any further investigation?

The fact that men can get raped/gang raped in jail is another hideous crime. Correction institutions are not supposed to be rape parlors. Correction officers allowing this need to be arrested themselves.

that would include the state, EssilorLuxottica, and Macy’s
