I think Hur was pointing out that was how the jury was going to perceive him, whether or not there is any truth to it, and probably whether or not Biden’s defense team will play that up.
Any prosecutor was going to have to overcome that perception, which, unfortunately, has been the basis for Biden’s success in politics for half a century. His act of “bumbling and folksy well-meaning” is set in stone as far as the average person is concerned, it is just ironic that what once was likely mere theatrics to appeal to the base, and later his insurance policy from charges, has actually gone from an act to reality, from reading a script to living it. Sometimes the lies people create to cover their backsides earlier in life come to fruition later.
If he really has dementia then he is regressing back towards childhood and losing the life experiences that originally influenced him in his youth and turned him to the dark side as he aged. At some point in that regression he is going to become the boy who may once have fantasized about being the Lone Ranger, Dick Tracy, or Superman and would never believe he was going to end up blowing it all and being just some hero’s nemesis.
