He suggested that $47 million cut from the department "is not actually a lot." He then railed on those who live outside the city for making suggestions on how to solve crime in the town.

They can prevent crimes against themselves by staying out of town. But next week the mayor will be decrying white flight and retail deserts.

Oh, I’ve been more wrong many times! I’m about your age, grew up in SoCal and moved to rural MO in the early 70s. Yes, high school kids at the school I taught at had rifles and shotguns in gun racks in their trucks, it was required by law back then—they couldn’t be concealed.
