You don't need an entire population to be educated. Just a handful of educated people is all you need plus a majority of the rest of the population to be righteous individuals, which also includes the few that are educated.
Having said this, I feel no pity for a country the size of Massachusetts not being able to govern itself after 200+ years of independence, regardless of what condition the country was in 200 years ago.
The slaves were not educated. They killed every white person in Haiti. And anyone who was educated happened to be white. So there you go.
