After the 921 incident, construction regulations have been much more strict to require firms to build things that can really withstand the earthquake.

Power lines, water systems, and fire-related requirements in the buildings have also been built to meet the same standards to prevent power outages, water outages, or even a fire during the earthquake which can make it much, much worse.

(During the 921 incident the power was out for a few days and fire was everywhere which made it extremely difficult for rescuers and other help.)
