Looney tune...off his meds...copycat of the well publicized knife attacks around the world.
Or, could have been a newly converted Muslim terrorist pretending he is an unhinged looney tune. There seem to be too many self proclaimed Muslims who have a “history of mental disease” who end up killing innocent folks. Is it a calculated technique to terrorize and kill just to instill in the general population a condition of fear? After all, jihadists don’t care if they die for the cause. In their mind, what do they lose?

Maybe got injured when tasered ??
