Alas, he was too stupid, corrupt or incompetent to win...
Perhaps all three..
And likely too afraid he'd be mugged on his way to pick up the award, or while returning after receiving it, so you can likely add cowardice to his list of probable attributes as well.
At least Moose tried to show up to pick his up...but got lost en route, allegedly while trying to use a streetmap he'd downloaded online.

I'm sure even average Joes could join some Imperial outfit to rat out your rebel neighbors. Probably get a cool refrigerator magnet in the likeness of the Emperor. The soft dictatorship of Nanny Government has no style. It's like an overweight women nagging you for the rest of eternity.
