NO! A bank will only cash a check for you if you have at least an equivalent amount on deposit with them. Your having received the cash in hand from the bank does NOT mean that you're covered.
If the check they cashed for you bounces, they can deduct the amount of their loss from your account.
If banks did not have this built-in safeguard to protect themselves, there would be no banks.

NO! A bank will only cash a check for you if you have at least an equivalent amount on deposit with them.We are talking about a cashier's check in this case. BTW I have cashed checks that I do not have an account at and walked out with the money a few minutes later.

Apparently CAS is still around. The sign-up procedure is almost like joining a private country club, but if you mention your FR timesink screen name so they can review your posting history, you should have no trouble subscribing.
