Jesus threw down the hard line with those words. Most think that having sex outside of marriage is adultery, but with those words, Jesus said, nope, thinking lustful thoughts is adultery, too.
It blows most people away, even many Christians, who all think that sin happens only when we take action. Christ is saying our thoughts themselves can be sinful, too.
We sinners are blessed that He gave us an out by our acceptance of Him as our savior through His sacrifice.

You might want to skim his works The City of God and Confessions before you display even more ignorance.

You seem to be missing the point that Jesus was making; namely that no matter how mightily we physically adhere to the law, our very thoughts betray us, which points to our utter depravity and desperate need for the GIFT of salvation.

He was writing at the time of the collapse of the Roman Empire and his own personal failings.
