The Second Vatican Council closed in 1965.

The point still remains: the rot set in before the Council, before the new liturgy. It may be that the Council and/or new liturgy exacerbated/accelerated/deepened/etc. the rot, but it was already bad and getting worse before that.

That’s true. But that the rot set in before the Council strongly suggests that a return to the status quo ante Council is not the solution. In may be a single part of a much wider solution, but by itself, it’s feckless.
In my view, extirpating homosexuals from the clergy, root and branch, though still only a partial solution, is a much, much larger part of the complete answer.
