Pope Francis has never exercised the charism of infallibility. It is more proper to say that the Pope can speak infallibly rather than to say he is infallible.
Papal infallibity is a negative charism rather than a positive one. It does not mean that everything the Pope says or teaches is an infallible statement, rather, the charism prevents him from teaching error under several strict conditions all of which must be present:
1. That he is speaking as the head of the Catholic Church to the entire Church.
2. That he is making an infallible pronouncement binding on all Catholics.
3. That it is a matter of faith and morals.
If even one of these conditions are not met it is not an infallible teaching. Otherwise, if the Pope’s teaching is in line with Scripture and established Church teaching, well and good. If he does not, he is wrong and possibly a heretic. A great many things this Pope says, unfortunately, are just his very kooky opinion that has nothing to do with faith or morals..Fortunately he can’t permanently change Church teaching and his disastrous papacy will eventually pass into history, and the Church will live on. We have Christ’s promise on it.
