The summary of facts is that the Muslims and Catholics both are not pagans, but worship only one God. The understanding of that one God is very different between Catholics and Muslims. But we have an infallible Church which teaches us God’s true nature. They have smatterings of poorly understood and erroneous history to form a flawed understanding of God’s nature.

But starting to evangelize with concepts where both agree is most effective.

I would think that it was the pastoral face of the Council saying both worship the one God.

You appear to be arguing with a proven Ecumenical Council ratified by the Pope. Such constitutes the infallible teaching of the Church. Does that not give you pause?

Not at all. That council contradicts prior councils.

And that pope contradicted his predecessor popes.
