For the moment, lets just assume sub could hold 5-6 people, and have "reasonable" cost. Or possibly up to 20 people for tourism with a range back to dock of 15 miles?

There are mixed gas divers that go down way beyond the limits to explore these wrecks. I dived with some of them... Really passionate divers, and well-heeled. Great Lakes Shipwrecks is a great book on the subject. The way to insert yourself into this community is to start hanging out at Sharky’s in Ottawa. Currents, darkness, and cold make this sort of diving very difficult: my worst dive ever (perhaps) was up there. Being in a submarine is sort of antithetical to intimate exploration of a wreck.

I want a full sized diesel-electric boat with torpedoes, maybe some missiles and definitely a good cook.
As far as what I would do....well, running guns to the Ukraine seems like it might be profitable at the current time.
Maybe do the occasional lease job for certain Israeli tourists who want to land at night to avoid crowds.
Maybe offer Justine Trudeau a free one way trip to Cuba, where he was fathered.
On my down time I would play sink the boat with the Cuban navy or coast guard or whatever it is they have. That might be fun. Sink a couple of their boats then go away for awhile, sneak back and sink another one.
Maybe sneak into a Chinese harbor and sink one of their brand spanking new carriers. Just to make a statement ya know.
Drive Kim Jong Un bat crap crazy with some shenanigans.
Actually the only limits are what can be imagined.

The problem with most of these commercial true submarines is the cruising speed of 3 kts. A good current and you have no control over your destiny. Also if you lose depth control you are sunk.
