What about the fact that NCLB is underfunded, yet they use a nearly a quarter million to pay a guy to talk it up, instead of using the money to fund the program?
That brings up a whole new set of questions- where did the money come from? The General Fund? All spending originates in the House.
Again, back to the issue of whether Congress authorized the payment.
