She knew what she was doing. If you kept your poker face on, didn't show any reaction at all, she was disappointed. She wanted you to say something so she could giggle, grab her chest and fake embarrassment.
Self esteem and to make them more attractive to the opposite (or same) sex. I've never known a woman with natural C-cups to complain about her breasts. The smaller ones want to be bigger and the bigger ones want to be smaller.

As others have said, most likely it was intentional. Several possibilities arise. She might get off on displaying herself to people. She might be advertising for a new boyfriend. If the latter, she might be sincere (are you married?), or she might want an excuse to file a sexual harassment suit against the company and collect some bucks
Tread carefully. If she is in any way junior to you, you are vulnerable. Even if she's not, this sort of thing can be career damaging (for you)
The answer depends on who you're dealing with. You're probably in a better position than anyone to know what her reaction would be to anything you might have said.
I know some people who could get away with saying "Yow! Thanks for the show! Now let's get back to work." and elicit a nice giggle and maybe even a lunch date. These are the people who can talk their way out of a 75/35 speeding ticket, or talk their way into the owner's box at the Super Bowl. Other people could get slapped - on the face first, and then with a lawsuit, for saying, "I'm sorry, I have to move. Your blouse is revealing and I don't want to violate your privacy." The very fact that you ask the question probably puts you toward the latter camp.
Best to let it ride, find a position where you and the boys are comfortable and not distracted, and see if she tries to flirt in other ways.
I'm guessing, though, that she got the reaction she wanted, 'cause now a whole forum thread is talking about her.
