This is a very imperfect analogy, but... Have someone gently toss a cotton ball at you. Now have them throw it at you at 250 kps...

This cloud has the mass of tens of millions of stars, a not insignificant gravitational field, and is embedded with all kinds of other celestial debris. It's at least going to be interesting when it hits!

Actually, the NSA came up with it originally, and it got handed off to other agencies, until it was going to be closed down and dismantled.

Byrd just saw it as yet another opportunity to have his name on yet another thing.

So, he does get credit for saving it.

I'm pretty sure the Drake Equation was developed at Green Bank.
