In the San Francisco Bay area, CA, on April 29, 2007, a tanker truck crash and explosion created a gaping hole in the "MacArthur Maze." This portion of the I-80 eastbound to I-580 eastbound connector ramp collapsed onto I-80 westbound and the I-880 southbound connector ramp. 26 days
This was repaired done in 66 days. From the Northridge earthquake.
The Humback Bridge in DC is the King of slow projects. 100 ft of agony that is going into it’s 4th year.

It would take us 4 months to finalize the union rules to begin the project.
It wasn't fun living so close to it, but compared to the average PennDOT job where they rip up miles of highway and reroute traffic for months and sometimes longer before work is even started, it was a pleasant surprise.
10 years later in NYC and the BQE ramp out of Brooklyn is STILL not finished.
The tollway authority is building a “high-five”interchange between the North Dallas Tollway and the Sam Rayburn Tollway. It is talking about half the time that it took the highway department to construct a similar interchange between 635 and 75. The difference is that the tollway authority is rolling in dough. Half the gas tax goes to finance the public schools, as the Texas highway department seldom has enough money to go around.

Yea, I specifically remember the bridge on the Santa Monica Freeway that knocked to the road below. They had that one replaced in 30 days...and we’re talking a SERIOUSLY HUGE bridge...roughly 12 lanes wide (they don’t mess around on that freeway). As I remember, the governor called up a big (white-run) contractor, told him to drop his other projects, get equipment over there, and REBUILD IT. He then added some serious cash incentives.
It is doable, and we can indeed do it...but we have to get past our GUILT about past ‘inequities’. Thankfully, Obama has pretty much ended all racial guilt among whites...so the next election will be based on merit and issues (as was 2010).
Although, come to think of it, CalPers probably COULD do it quicker than Caltrans.

Actually, as I understand it, Japan had militant unions, right after WW2, when they were occupied - they were modeled after our system and strikes were going on all over the place. General MacArthur saw that nothing was getting done, so he changed the rules, and that was the end of that problem...and the beginning of their economic miracle, and those new rules continue to this day.
Been almost 10 years since 9/11. Hows the rebuilding going on there?
