The Pentagon has already spent $411 million with Rosoboronexport since May of 2011, so this will bring the total in excess of $1 billion of taxpayer funds that have been spent with the Russian supplier.

the sequester had nothing to do with it one way or another, Obama is allowed to pick and chose where sequester will and will not be imposed on what an agency wants to do; if hes’ not spending that $700 million in the U.S., that’s his choice
blaming sequester is a distraction, not the issue

Makes perfect sense. Much easier to supply spare parts once Russia marches in to fill the void left by the American withdrawl on ObaMao's deadline.
Just as he destroyed NASA to give Russia the space monopoly they craved for more than a generation, he will give them the Afghanistan they couldn't conquer as the Soviet Union.

I appreciate the point, but I wasn’t really blaming this on the sequester.
The president has decided where he’ll spend the money, and it wasn’t in the U. S.
All this talk about how the sequester was going to hurt us, and yet we still have billions to spend where ever this ass wants to.

Putting aside all the other insane policies in Afghanistan for a moment ...
We've trained and equipped a military and police force that will cost several times the entire GDP of the country to maintain. Talk about setting a country up for failure.
The Afghans have successfully been defeating empires for a millennium using antique weapons and guerrilla tactics. Assuming there is a functioning government to deliver the helicopters to they'll be full of holes and/or rotting on the weed infested tarmac in 12 months from delivery.
