My guess, too: a connection.
Is it liquid or plastic looking solid? I used an epoxy connector, for burial, that sounds similar.

Its a flux capacitor. Look to see if you can find a hidden Interossiter device buried somewhere. If so, either wire can be put in either input slot found on the back of the Interrositer. Be careful when you use it. But, you must plug both In. You will soon find the purpose of the Interrositer device. Have your bags packed.

When I worked for Ma Bell I used to see this a lot. Someone would call in with noisy phone line, only to find out they either had a fence contractor or someone in the yard digging. I’d go out dig up their buried phone line only to find what you described, a contractor’s quick fix. If you can see in the bottle, colored wires which would be blue white and/or orange white its phone line. If it is phone line it is not high voltage it is only 48 volts. Call the phone company and have them dispatch out a maintenance splicer to re-encapsulate the splice.
