Forest mismanagement for the past 100 years has made what would have naturally been a fairly minor forest fire of a few hundred acres that would have burned only underbrush and saplings to many-thousand acre wildfires that kill entire forests.

You can't make an omelet....

I believe you are referring to the CA 2016 bill, SB 1463 as minor, that would be correct, but it did make the news.

The overall 100 years of Federal and State Forrest criminal MISMANAGEMENT never makes the news excepting from PDJT, so we take what we can get.

And this is but one of a couple dozen MSM stories linking the Camp Fire to PG&E power lines.
PG&E has become the victim of money-grabbing management. You have the San Bruno mini-holocaust caused by a poorly maintained gas transmission line where the ensuing fire burned down an entire neighborhood. Then down in Carmel, they blew up a house while “lining” the natural gas lines in the whole city. When that lawsuit was concluded, PG&E had to repave (rather than just patch up) nearly all the streets in the City. We have the nicest new street in front of our home there. We caught them moving our gas meter because it had been located under a kitchen window ( since 1940 w/o incident). When we refused to allow them to put it where they wanted to ( because it would have blocked access to an exterior door), they relented and said that they would put an extension line on the gas regulator to get it away from the windows. True to their incompetence, they have never put the vent extension on. If it weren’t for the fact that they ARE our public utility, I’d favor letting them go bankrupt, but with all this damage and the lawsuits, you can bet that rates will be going up ( along with fire insurance) here.

This is the area where Dianne Feinstein makes straight across trades of worthless Mohave Desert land for working gold mines.

Regulated utility monopolies have a legal obligation to serve customers in their service territories. Their profits are capped by regulators. Any prudent expenses they incur for maintenance, safety and reliability they can pass along to ratepayers. The regulators determine what are prudent costs. That’s how the laws work in just about every state.

Not sure what you mean by the insurance comment. Most regulated electrical utilities are “self insured.” They have insurance, but the deductibles are so high they effectively don’t have insurance when they pay a claim .

In Arizona regulated electric utilities are not obligated to pay claims except in the case of gross negligence or wilfull misconduct.
