Back in the day when I was doing personnel actions like raises, promotion and plum training for grooming the classic was that any negative thrown into the room would sink any candidate floated up by anyone. Any negative at all could even end careers and there was absolutely no defense against it. I saw great people buried because their sponsor wasn’t prepared or willing to smear opposing candidates. I won’t say the best never rose to the top but being the best candidate was not the sole reason for success. The biggest reason for success was a sponsor willing to spread crap on the opposition and nobody having any crap on his candidate.
The best way to thwart the process is if some manager with enough stroke and high enough up needs to fill a position right now with the best person available to get something done and reaches into the basket and plucks out a plum.
That is the way it works out in the world boys and girls. Just the truth with no cynicism attached.
