First of all, all of his proposals are paid for the same way - which means triple, quadruple, quintuple taxes on this group.
Second, he doesn't seem to get it - a "wealth tax" is not a tax on "income", it is a tax on savings and accumulated appreciation. You can be very wealthy and have very little income. But the way this is going, Bernie will ensure that the opposite will never be true - you can have a very high income but will never become wealthy if the left takes control and institutes these crazy ideas.
I have always believed that this is the soft underbelly of the leftist's arguments, and should become part of the ideological battle against the left. All these proposals serve to benefit the entrenched interests and people/families who are already wealthy. Look at how Obamacare alone was a boon for a handful of insurers to where nearly half the country has no competition for health insurance. If you wanted to start for example a jeans business your startup capital will be harder to accumulate. Your capital costs, forced depreciation schedule,disallowed expenses and a high income tax rate means that you cannot reinvest your profits into the business - they put you at a severe competitive disadvantage. Levi-Strauss already has their equipment, their plants, their assembly lines and trucks. They can operate at a much slimmer margin in order to squeeze upstarts out of the business - the tax code (especially the tax code these leftists are proposing) will make competition that much more difficult. Nearly all of these proposals are actually good for billionaires and big business and industry and very bad for the little person who wants to try to build something to compete with them.
