I think that’s just idle speculation. A lot can happen between now and the dem convention. He has a lot of time to see how things play out, then make a decision. He may have leaked Hillary as a trial balloon, but that’s just a guess.
The predictable rush to Bloomberg as the only viable antidote to Trump is beginning.
The purchased polling just came out immediately with the “stop and frisk” controversy to show Bloomberg was still polling well with minority voters. Wasn’t that convenient? That is what lots of money can buy you.
Bloomberg will have the biggest campaign that money can buy and he has hired and will hire the best people so in comparison to the unimpressive field in the DNC primary he will be the logical alternative to Bernie as the antidote to Trump. His endless buys also present the best opportunity to preserve the house as he has promised to spend money down the ticket at the very time where DNC fundraising is the worst on record.
He is an uncharismatic nanny-stater, but we underestimate his bank roll at our own peril. Look for more of the pundit class to shift towards him because I do not see any viable alternative for the DNC at this point.
While Bloomberg does not solve the Bernie problem for the DNC, he likely presents the most upside for a cash starved party against Trump and the big dem donors have spoken.

When a flat tax rate for all incomes was proposed in the Reagan era, Donaldson couldn’t understand that 10% of a million dollars was more than 10% of a thousand dollars.
