Sullivan is demonstrating his bias in his tone, he is furious that Powell is demanding he recuse for his bias.

Sullivan showed his hand - says he will allow Powell one week to file a motion he recuse, he won’t accept her motion in person, says she had an opportunity to do that in June but didn’t ... but that was before Sullivan intervened as a party by himself filing for appeal.
