In the current political climate? No. It would just become another tool for installing a dictatorship, which is the goal of the junta in control of the national government and their state analogues like Cuomo or Whitmer.
If we had a trustworthy government, as a public health measure it would be a good idea if evenly applied (no political exemptions for diseases like AIDS).
