This is ridiculous. Abortions have been free in California for decades. I remember being told in 2002. You don’t have to be a resident of California and there is no means testing. The example was that Melinda Gates could fly in and get a free abortion.
Ironically, I am not sure a death row inmate has been executed in CA since Arnold was governor. Free abortions for all and capital punishment for none regardless of the jury’s verdict and heinousness of the crime tells you the priorities of Democrats. Assisted suicide is ok there now too if I remember correctly.

They have always been excited about killing minority children, especially those black ones they regard as subhuman. As they see it, if the state pays all costs then there is no reason not abort all of them and they would gladly do so.
For Democrats the latinos are the new power bloc of voters so the importance of blacks diminishes. As the blacks become a smaller and smaller proportion of the voters, their utility drops. Eventually, the Democrats want to be rid of the blacks but they don't want to put a lot of voters at the disposal of the Republicans. What to do, what to do? Aha! Kill them off in abortion centers, so let's remove any impediment from black women aborting their offspring. Nice, neat solution! (Endlosung)
