At my local airport I saw a well-printed sign at the parking garage that BANS, by name, the Chevy EV because of the fire hazards brought up in February.
I think she should get one of those.

While the green line DC subway route is not ideal it would get her fairly close to the capitol. She could probably even walk easily to 60 mass av (union station DC) for an easy and pleasant amtrak ride to NYC Penn Station. From there she would have myriad options to brooklyn.
