Disarm all police and have only one specialized unit armed.

Resisting arrest endangers cops and violates their civil rights.
Cops should have batons again. A sharp knock to the head or sternum reduces the urge to arrest. By resisting arrest criminals forfeit their rights.
Defnse attorneys claiming other wise must be arrested for aiding and abetting the criminal act of resisting arrest

I think they are attempting to reassure criminals there will be fewer consequences for their criminal acts.
It is part of a developing narrative that will result in disarming law enforcement, providing them only non-lethal means of subduing criminals.
It is intended to embolden criminals, and demoralize law enforcement.
The result will be citizens being required to use deadly force, for which they will be prosecuted every time.
Its about gun control, ultimately.
