If we are going to sell or give F-16s I prefer we use that third hand approach mentioned — old Warsaw Block countries give their old Soviet era aircraft to Ukraine (and possible future loss) and we send F-16s to Poland or Germany to replace the lost aircraft.
Old F-16s and new F-35s all have various versions with and without the more high tech equipment we reserve for ourselves. Even the NATO versions are less potent than the USA versions.
Who pays for the upgrade? Sounds like a great deal for the former Warsaw Pact countries. The US picks up the tab for modernizing their air forces.

-20 euros in aid to the UK, for successful implementation of sanctions against Russia.
-Then 30 euros are sent to the Balkan countries as aid to buy furnace coal/keep their corrupt politicians.
- and finally, 10 euros for a gas subsidy for the EU and fund to help maintain sanctions!”
The German silently with internal anger took out the money and gave the bartender 100 euros.
The bartender took them, entered in the cash register and gave him 10 euros back.
German in disbelief : “Wait, you said 100 euros, right ? I gave you 100, why are you giving me back 10 euros?”
“.....There is no beer.”
