I’d put Obama’s overthrow of Gaddafi on the list. Gadaffi was a thug, but his Libya was a barrier to African migrants seeking entry into Europe.

Eight years is about as long as parties last in the White House, so the idea that Biden could have won in 2016 is only speculation. His “ordinary guy” routine wasn’t why he won (if he won) in 2020.
Differences between Hillary and Barack/Joe weren’t really ideological either.
Anyway, a lot of harm is done by politicians looking for a “legacy.”
Often we’re better off if they don’t get it.
