First of all it is a myth that anyone is in federal prison for smoking a joint. Federal prosecutors have never had time or inclination to go after college kids or anyone else for simple passion of pot. If the conviction says Poseidon of a small amount of pot you can bet your bottom dollar it was part of a plea deal. So basically Biden is going to be pardoning drug dealers because he wants the drug dealer vote and maybe some drug money for his campaign,

Too late for this. Changes nothing in states that already allow MJ use for various reasons.
The attempt to use this a a “wedge” issue, in their hopes like abortion, doesn’t seem to be a very good strategy.
