I am thinking it is scent driven or possibly something being carried with a high frequency. My sweet little dachshund who loved everyone tried to attack a friend of mine who stopped by our house. She walked in and Snix began growling, hair raised, ready to go etc. my friend had cancer and stopped by after her chemo treatment.
There’s no greater dog lover than I and I’ve owned Shepherds. That said, I’d be very unsettled being around one with a history of any biting, let alone more than a dozen. That the Bidens would expose WH staff to that danger is yet another showing of what low lifes they are…. And this is not even their first dog that’s been like this!

The dog, any dog, is just a prop for optics in the OBiden regime. I find it highly ironic that this particular dog is being accused of biting... when Biden is quite literally biting every American where it hurts with his asinine, leftist “green” policies. The dog is just acting out what his master is doing to everyone.
I live with a pit-bull sharpei mix. And a GIANT shepherd-great Pyrenees mix (love his extra toes!)
Sweetest disposition on canines I have ever seen. His owner is one of the calmest and even tempered men I’ve ever known.
Dogs behave as their pack does. Not a surprise this animal is a vicious biter. The pack around it is dysfunctional.
If your dog bites one person the dog is to blame. If your dog bites two people you are to blame. If your dog bites a dozen people, after your last dog bit multiple people, you should not own a dog.
A goldfish would be more appropriate for someone with advanced dementia.
I think in this case the dog realizes that Joe is no pack leader so it becomes the dog's job to be the leader. He may just be protecting the runt of the pack.
Just shoot the damn thing and be done with it.

We’ve had wild dogs show up here out at the farm before. They didn’t last long, a .22-250 round took care of the problem.

I grew up with German Shelherds and as an adult shared life with Belgian Malinois -another wonderful breed.
These dogs are very protective of family, need good leadership, and most of all need a job to do. They are not to be kept in crates, chained up in the yard, and neglected by their pack leader.
This dog is surrounded by too many people, has nothing to do, no trusted leader, and is probably picking up on the negative emotions of the people surrounding him on a daily basis.
The dog may be saved, if they get him out of that crazy-making environment. Also, if there is any bond between Joe and the dog, the dog may be reacting to Joe’s constant lashing out in anger to those stuck protecting him, or interacting with him.
Just my thoughts. I love the GSDs and Malinois.
